Social Housing in Brazil (Minha Casa, Minha Vida) – Over Priced and Bad Quality
Please see a short news bulletin via Paraná state TV which demonstrates the bad workmanship and other related issues on a donated social housing project under the Minha Casa, Minha Vida (MCMV) (“My House, My Life”) initiative in Cascavel, Paraná:
Whilst not being able to see the direct costs of these units specifically, research on similar projects being mounted by municipal governments in the same state points to the following figures (projects are funded using Brazilian tax payers money):
Pato Branco MCMV – R$ 9,445,482 invested for the construction of 190 units = R$ 49,713 per unit
Apucarana and Rolândia MCMV – R$ 51,500,000 invested for the construction of 1,011 units = R$ 50,940 per unit
Londrina MCMV – R$ 96,000,000 invested for the construction of 2,302 units = R$ 41,703 per unit
Apucarana MCMV – R$ 6,038,036 invested for the construction of 150 units = R$ 40,254 per unit
Using an average of R$ 45,653 from the four units looked at above, it remains clear that such costs are notably over-valued when looking at the finished product (even considering the inflationary pressures on construction inputs) – immediately ringing alarm bells with regards to budget allocation under the programme.
